Recommendation On Program For Hardsubbing?

There may have been a thread for this already but I just wanted to ask, what are some good programs to download for free to make hardsubs? I already have the soft subs & the file ready, I just want to be able to actually PUT the soft subs onto the video file so I can be able to burn it onto VCD. Thank you for your time!

Winavi+directvobsub works well.

I use WinAVI and AVIRecomp =)
