Hi, it actually depends on where you live and the local shops in the area. Easiest way i've heard is to simply buy some overlays specific to your car. Then just put them on, quick and painless.

I would think most body shops that paint can do them. If not, you can always do them yourself if you're good with a spray can. I've been doing it for a few years now. You can usually get transparent black paint at a hobby shop, or you can get the VHT stuff off ebay or something. Here's an integra tail I did awhile back.

Pretty much what you need to do it remove the tail light. Sand it down good. I would start by sanding it real smooth with somewhere around 200 and move up to 400. Clean it off good and spray the transparent black paint. Spray light coats. I usually spray a coat, let it dry, wet sand it down a little and repeat until you get the desired darkness you want. After you got it where you want it, spray a coat or two of clear coat, let it dry and wetsand with like 1000, 1500, 2000 grit and then rubbing compound. That'll give it that really smooth glossy finish.
