^ so the issue exists only in hokkaido? just wondering*
The anti-foreigner sentiment most likely exists wherever there's a large amount of military-esque people, such as Okinawa and some areas of Hokkaido. I live in Hokkaido and I've never seen such signs, but then again I live in Sapporo, which is kind of far from Otaru (the city with a major port used by Russians where all this took place). The signs are pretty rare though, if Japanese people don't want you to eat in their restaurant or whatnot they'll just tell you they're full or busy, which I'm sure happens in places like America too..It's a sad thing, racism, but it's probably one of the things you're least likely to encounter when in Japan so I wouldn't worry about it. I've been here for awhile and haven't been the object of any racism.
And it should be noted that the majority of the people who go after and raise hell about these "No Foreigners" establishments are Japanese people themselves. It really appalled alot of the people here when it happened, because people in Hokkaido like to brag about how they treat foreigners more warmly than other parts of Japan and treat them as if they were Japanese rather than just some foreigner.
