I know someone who got into UCLA with a 2.8 GPA.
But then again... he was African-American.

umm my cousin got into UCLA with like an unweighted 3.2. but he did lots of other stuff to make up for it. he was on his high school varsity basketball team for two years (i'm guessing it's pretty special to be the only asian guy on a basketball team), and he was on the bowling team. i guess his SAT scores were average. he was also vice president for his class during one of his high school years.
It depends on the other things you do, like SATs, and sports/clubs/volunteer work/jobs, etc.

i thought the cut off for all UCs is a 3.0 minimum. so it doesn't sound possible.
