objectively speaking people like rainie and cyndi are not at the top yet despite their recent popularity.

1) Rainie Yang Chen Lin
2) Tank
3) Evan Yo
I didn't include newbies that that have not been critically acclaimed for their talent/potential [i.e. 183Club, Fahrenheit], or newbies that have not been very popular with the general public [Lin Yu Zhong, Cao Ge <--though he is getting more recognized, aLin, and so many I can't even remember].
Obvious Cyndi Wang, Wu Ke Qun, Angela etc. are still pretty popular. But the ones listed above have been extremely well received by media critics and general public alike + being new. And of course, S.H.E., Jay, Jolin, Leehom, JJLam, May Day, etc. are still raking in the sales.

jay chou is good, though his earlier stuff is better
is jolin really critically acclaimed? or just popular? same w/ rainie..
i'd say really good artists are cherry boom, gary cao ge, and lee hom, but for the first two idk how popular they are. firs first album was great, the rest of their stuff isn't. i think they're becoming overrated

at least jolin is more critically acclamied than rainie. i never thought rainie would pass the critics' test. popular, yes. but really good, no.

By the top ones, you mean the talented ones, right? Not the popular ones?
Wang Lee Hom, David Tao, Jay Chou, Machi, Stanley Huang, JJ Lin are all good singers/songwriteres, they have pure talent.
Rainie, Jolin, and Cyndi: I don't think they have a lot of talent, but they're popular.

for girls i guess, Sun Yanzi, Fish Leong, A-mei, Evonne Hsu and Tanya Chua. maybe Elva Hsiao too.
