okay so im a senior planning on moving to hawaii for college next year...honolulu community college to be exact and i was looking up their tuition fees and the fees for non residents are like 3 or 4 times as much as a resident? im in california and if i were to move there, am i a resident? what exactly do they mean by a resident? as in resident of hawaii or a resident of the us? any help will be appreciated!

i'm pretty sure they mean a resident of hawaii
my friend goes to a CC in florida but he's from virginia and he has to pay out of state tuition
