this is the thing on my desktop and when i try to delete it this is what it says

this freaking icon has been on my desktop for 3 freaking days straight, and 1 more day, ima explode! i tried many things, previously, when i have a problem like this, i restart the computer then im able to delete it, but this stupid icon here, when i restart and when i try to delete the same freaking message pops up! i even tried restarting and delete it right away when the desktop starts and still, it has that message.
what is this file? well, its a unfinished VLC. Video Lan Media Player. I went to download that to play the movie Casshern, but then i realized that i had Media Player Center or w/e MPC, so i canceled the download at 1%. I cleared the download file off firefox. and this icon is left on the desktop. then when i tried to delete it, thats when the horror began. I can't find any programs running it and etc. I even tried going to safe mode to try deleting it and the same message pops up i don't know if that helps at all. but oh well
does anyone know how to deal with this?
